[SOFA] Returns the matrix of precession-nutation (including frame bias) for Julian Date jdtdb, equinox-based, IAU 1976 precession and IAU 1980 nutation models. The result has the same dimensions as jdtt but with two dimensions equal to 3 prefixed.
