[SOFA] Returns the matrix of precession-nutation (including frame bias) for TT Julian Date jdtt, equinox-based, IAU 2006 precession and IAU 2000A nutation models. The result has the same dimensions as jdtt but with two dimensions equal to 3 prefixed.
