c2tpe(jdtt, dpsi, deps, xp, yp)
[SOFA] Returns the celestial-to-terrestrial matrix given the TT Julian
Date jd, the nutation dpsi, deps, and
the polar coordinates xp, yp. All of the arguments
must have the same dimensions. The result has those same dimensions,
but with two dimensions equal to 3 prefixed.
